Computes the 2nd, 3rd quantile value in each row and column. A quantile is a value that divides a set into equal-sized subgroups or intervals. Read more about quantile on Wikipedia https://en.wikipedia.org/wiki/Quantile

The 75th percentile of the set [1, 2, 3, 4, 5] is 4 because it divides the set into the lower 75% and the upper 25%.
